The Foot Clan is no longer his, so he has turned his sights on the Dog Star Clan—but when he goes to Japan to claim leadership, he finds its members overcome by a strange techno-organic infection! As Shredder carves out the infection (in more ways than one!), his larger plans begin to take shape. An army forms. A new power rises.
